Abstract This study aims to analyze the behavior of bureaucrats in the provision of public services in Arga Makmur City Head Office. The research method used qualitative method with descriptive approach. Research target is bureaucracy that related to public service and society as service applicant. The result of research indicate that based on individual characteristic aspect, public service officer has adequate ability to perform their main duty and function in giving public service to society as service user. This is supported by the training that has been followed and experience of work and supported by the cooperative attitude of the community as a service user. Under these conditions, the service personnel can construct the trust of the service user for their ability in providing services. While based on the characteristic aspects of bureaucracy in public services there is a clarity of hierarchical level of hierarchy of positions followed by the division of tasks, authorities, and responsibilities in each institutions.
